The Macao Special Administrative Region Government held a news conference on 8th September to present the official document for the Five-Year Development Plan (2016-2020) of the Macao SAR. Chief Executive Chui Sai On, who participated in the news conference, pledged the immediate implementation of the plan and said that the government will create a set of monitoring mechanisms and third-party evaluations. The first evaluation of the plan will be announced this year during the annual Policy Address.

The Chief Executive said the document was expanded to some 48,000 words, following two rounds of public consultation and views collected in tandem with opinions from relevant departments and ministries in Beijing . The main focus of the plan is to transform Macao into a liveable, enterprise-friendly, easily travellled to, tourism-enjoyable city.

Chui also said that the plan features clear development themes – namely, innovation, co-ordination, connectivity and the sharing of the fruits of development. The core value is to increase the competitiveness of Macao, connect with China's development and that of the international community, while continuously increasing the quality of life of the people of Macao.

In addition, the Five-Year Plan states that the master plan for Macao's urban planning system will be released in 2019, with a view to optimising the management of land resources and to allocating appropriate resources - according to urgency and priority - for construction projects. It also listed five main aspects for 13 important public works projects, which include urban development, public transportation, environmental protection, public health and public security.
