Jurisdiction of HKZM Bridge Boundary Crossing transferred to Macao

The State Council recently approved Macao's jurisdiction over the Hong Kong-Zhuhai-Macao (HKZM) Bridge boundary crossing area serving Macao. Macao's responsibility for the area became effective on the stroke of midnight of 15th March, 2018. As the HKZM Bridge is not yet open to traffic, the crossing area is not yet accessible by the public in its current phase.

On the midnight of 15th March a ceremony of transfer of jurisdiction was solemnly undertaken in the lobby of the Customs clearance building of the new boundary crossing facilities. During the ceremony, a scale model of the artificial island of the Bridge, symbolizing the jurisdiction of the HKZM Bridge Macao boundary crossing area, was presented by the Guangdong Provincial Government to the Macao SAR Government. Following the ceremony, the Macao SAR Customs Service, Public Security Police Force, Fire Services Bureau, Judiciary Police, Health Bureau, and Transport Bureau dispatched staff to the area in order to perform their duties regarding the maintenance of boundary security and public safety.

Macao SAR Chief Executive Chui Sai On - together with Secretary for Security Wong Sio Chak, Secretary for Transport and Public Works Raimundo Arrais do Rosário, Commissioner-General of the Unitary Police Service Ma Io Kun, and Director-General of Macao Customs Service Vong Iao Lek - inspected the HKZM Bridge Macao boundary crossing area on the morning of 15th March.

After giving instructions to the Secretary for Security and Secretary for Transport and Public Works, the Chief Executive clarified the related responsibilities of various departments, confirming that their authority depended upon their function on related issues such as law enforcement, management, repair, maintenance and so forth, thereby creating a co-operative mechanism between departments. Chui also requested all departments to work together, assume meticulous responsibility, provide greater convenience to public and visitors, and fully and efficiently implement Customs clearance facilitation in order to create the best conditions for the opening of the Super Bridge.

The Macao boundary crossing area is an important part of the HKZM Bridge and a significant project for the Macao SAR Government. The facilities are a crucial infrastructure enabling Macao to participate in the 'Belt and Road' initiative and the development of the Guangdong-Hong Kong-Macao Bay Area.
