Mainland China, Hong Kong and Macao Commit to Airspace Development in GBA

To further enhance the overall development of the airspace of the region, the aeronautical authorities of Mainland China, Hong Kong SAR and Macao SAR inked a collaboration agreement on 30th July in Hong Kong. The purpose is to establish close technical collaboration, enhance low-altitude airspace development and conduct personnel training with regard to their respective resources.

The Air Traffic Management Bureau (ATMB) of the Civil Aviation Administration of China (CAAC), the Civil Aviation Department of Hong Kong SAR (HKCAD) and the Civil Aviation Authority of Macao SAR (AACM) signed the ‘Agreement for the Tripartite Collaboration on the Development of Air Space in the Guangdong-Hong Kong-Macao Greater Bay Area’.

In accordance with the instructions on the airspace task laid down in the ‘Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area’, the three parties will further develop the advantages of air traffic control in order to achieve a win-win situation and shared growth through discussions on innovative development, with the objective of jointly developing a world-class airport cluster in Guangdong-Hong Kong-Macao Greater Bay Area.

According to the agreement, the three parties will establish a team comprising representatives from major airlines and airports in the Greater Bay Area for collecting the views from air space users as reference, assessing the impact of traffic demand upon air space by scientific means, providing technical support for the safe operation and development planning for all the airports in the Greater Bay Area, deepening the management of low-altitude airspace in the Greater Bay Area, and enhancing the development of general aviation.

The compact also encourages the use of civil aviation training facilities and mutual acceptance of training courses, promoting the learning mechanism for cross-regional personnel training in the civil aviation industry.
